Meeting of the High Contracting Parties to the CCW (2019)
Statement on behalf of France by Ambassador Yann Hwang, Permanent Representative of France to the Conference on Disarmament, during the general debate at the Meeting of the High Contracting Parties to the CCW on 13 November 2019 in Geneva.
Adopted in 1980, the Convention on Certain Conventional Weapons aims to eliminate or restrict the production, possession or use of those types of weapons that have the most unacceptable humanitarian effects.
This meeting of the High Contracting Parties to the CCW provided an opportunity to review in particular the work carried out by the Group of Governmental Experts on Autonomous Lethal Weapon Systems (LAWS), which led to the adoption of an eleventh guiding principle, but also on the subject of Explosive Weapons in Populated Areas (EWIPA), for which France will take part in the discussions with a view to negotiating a political declaration. This meeting of the High Contracting Parties was an opportunity to begin preparations for the CCW Review Conference scheduled for 2021.
