Strategic review of Defence and national security 2017
The Strategic Review aims to set up a strategic framework for our defence effort. It draws lessons from the evolution of an unstable and unpredictable strategic context since the 2013 White Paper. This context is marked by terrorist threats that are poised to remain high, coincidence of crises, military affirmation of established or emerging powers, weakening of multilateral frameworks and the acceleration of technological upheavals.
The Review examins in this context France’s interests, its ambition for its defence and concludes on the capabilities that are required as a priority for our armed forces.
Placed under the authority of the minister for the Armed Forces, this Review was conducted by a drafting committee of 18 members, representing civil and military institutions, as well as qualified public figures from civil society. It was chaired by Arnaud Danjean, European MP. The committee consulted with elected representatives, public and private managers, as well as researchers, in France and abroad, especially in Europe.
On January 21, 2021, the Minister of the Armed Forces presented an updated 2021 version of the Strategic Review. The document updates the analysis of our strategic environment in light of the changes observed since 2017.
